Construction Could Decrease When Terrorism Insurance Expires

Supporters of terrorism insurance say the program revived commercial development after 9/11, and they are worried the current construction environment could go downhill when the insurance program expires Dec. 31. "Construction could slow and employers certainly wouldn't be looking to start any new buildings because they couldn't afford to take the coverage on themselves," says Janice Kirkner, president of the Maryland Association of Realtors. Opponents of the measure say private insurance companies can provide the policies without government support.
