Baxter Building in Texas Needs Asbestos-Filled Roof Replaced

The historic Baxter Building in downtown Harlingen, Texas, needs a new roof. Workers discovered asbestos in the current roof. The city may choose to install a temporary roof and delay placement of a permanent roof because of budget restrictions.
